As the most senior member of the Board of Aldermen, Jim assumed the duties of president following Francis Slay's successful mayoral election in April of 2001. He was officially elected to the position in November of 2002.
Jim had served five consecutive terms as 16th Ward alderman, beginning in 1983. At age 27 he had become the first Democrat ever elected from the 16th Ward and won overwhelming support in each subsequent election.
He has been widely recognized as one of the most prolific aldermen to ever serve at the Board and his breadth of knowledge of city government and St. Louis politics is legendary at City Hall. Newcomers and experts alike routinely seek out Jim's experience and institutional knowledge, which has been appropriately called "unerringly correct."
After spending his early years at St. Gabriel the Archangel Grade School, Jim attended Augustinian Academy and graduated from Vianney High School in 1974. His undergraduate degree is in Political Science from the University of Missouri at St. Louis and he earned a law degree from St. Mary's University in San Antonio, Texas.
Jim is in private law practice, concentrating in the area of wills, probate, estate planning and estate administration. He is licensed to practice in both Missouri and Illinois.
Jim is married to Dr. Mary Michael Shrewsbury, a longtime instructional coordinator at Sumner High School in north city. They have one daughter, Gena, and reside in St. Louis Hills.
